I have the system software version 3.52 on my psp and was wondering if i can downgraded it to the specs needed to put the roms and emulators on to it.

You need to have custom firmware in order to do it.
As you have a "official" system, you can not do it.
You will have to wait for a downgrader to come out in order for you to get custom firmware.
The highest firmware that can be downgraded is 3.50

what do you want?
you download the emulator, you put it in the folder that it tells you, you start it the way it tells you to start it.

I have a modded psp(3.04OE) and I want to know where I can get psp games. I already have a bunch of other emulators but i was wondering how and where to be able to play downloaded psp games to play on my psp. I have a bunch of psp games and I want to just put a bunch of 'em on my memory stick.

Just put your PSP ISO's in a ISO folder on your memory stick. They'll show up in the memory stick at the GAME menu.
